European Obligations

Following the Implementing Regulation (EU) 2025/655, which lays down the implementing provisions for Regulation (EU) 2023/1804 (AFIR), operators of publicly accessible charging and refuelling points for alternative fuels — or, by mutual agreement, the owners of those points — must ensure that they make static and dynamic data available free of charge via National Access Points (NAPs).
This data must be openly and fairly accessible to anyone who wishes to use it. The rules for the format, frequency, and quality of this data are standardized to ensure that reliable information is provided. As of 14 April 2026, this data must be available in the alternative fuels data model in DATEX II format, at a minimum conforming to the technical specification CEN/TS 16157-10:2022.

Below is an overview of the mandatory data elements, divided into static and dynamic data, including the required update frequency and quality standards.

Static Data

This data must be updated whenever a change occurs, and in any case no later than 24 hours after the change.
The quality requirements for all data include completeness, accuracy, consistency, timeliness, and reliability.

General Information

  • Legal name of the operator or owner of the charging or refuelling point
  • Commercial name of the operator or owner of the charging or refuelling point
  • Number of charging or refuelling points that can be used simultaneously
  • Service support through the presence of on-site personnel
  • Helpdesk telephone number of the helpdesk operated by the operator or owner of the charging or refuelling point, visibly displayed at the station
  • Facilities with associated services, such as covered/illuminated parking, catering services, toilets, rest facilities, other

Geographic Location Data

  • Geographic coordinates (GNSS) in longitude and latitude according to the WGS84 standard
  • Additional geographic location information, such as parking garage level or parking area
  • Country, according to ISO 3166-1 alpha‑2 codes
  • Region, according to the NUTS‑1 geocode standard
  • City or municipality, containing information on the name of the municipality or stop location (e.g. motorway, area) if not directly related to a city or municipality
  • Postal code of the location of the charging or refuelling station
  • Address (street name and house number) of the charging or refuelling station

Accessibility Data

  • Opening hours (weekdays with time ranges) during which the charging or refuelling station is open and publicly accessible
  • Time zone, according to ISO 8601
  • Compatible vehicle types, according to the UN/ECE vehicle classification (L, M1, M2 or M3, N1, N2 or N3, other)
  • Permitted vehicle specifications (maximum vehicle mass, height, length, and width, including trailers)
  • Number of parking spaces that can be used for a charging or refuelling session
  • Number of parking spaces for persons with disabilities that are accessible for charging or refuelling points

Payment Options

  • Payment device with bank card reader for physical insertion of Europay, Mastercard, and Visa cards
  • Contactless payment, capable of reading payment cards via contactless functionality such as NFC
  • Other ad‑hoc payment options, such as a specific QR code, payment via website, cash, other
  • Additional information on accepted payment service providers
  • Contract-based (subscription) payment option

Additional Static Data for Publicly Accessible Charging Infrastructure

  • Charging point identification code (connector), including the unique identification code of the operator issued by IDRO
  • Number of connectors per charging point
  • Connector (plug) type, such as Type 2, Combo2/CCS, Megawatt Charging System (MCS), CHAdeMO, other
  • Type of current, alternating current (AC) or direct current (DC)
  • Maximum power of the charging station, in kW
  • Maximum power of the charging point, in kW
  • Mobility service providers offering contract-based charging
  • Plug & charge capability for automatic authentication and authorization
  • Smart charging services, such as remote monitoring and control, configuration of user preferences, bidirectional charging, other
  • Electricity supplied is 100% renewable, with EU guarantees of origin

Dynamic Data

This data must be updated whenever a change occurs, and in any case no later than one minute after the change.

Dynamic Data for Publicly Accessible Charging and Refuelling Infrastructure for Alternative Fuels

  • Operational status of the charging or refuelling point (operational or non-operational)
  • Availability, expressed as in use, reserved, or not in use
  • Ad-hoc price for end users charging on an ad-hoc basis (price per kWh, per minute, or per session), in national currency and including all applicable price components

Member States are required to establish procedures for the regular monitoring of this data and to facilitate the exchange of information between operators/owners and their NAPs, as well as to address widespread and persistent data quality issues.
